The National Community Stabilization Trust is helping more than 180 state and local municipalities, non-profit organizations, and other local housing providers to access REO and other vacant, distressed properties in neighborhoods that have been hard hit by foreclosures and abandonment.  The organizations working with the Stabilization Trust acquire and rehabilitate distressed housing as part of a neighborhood stabilization strategy, with the goal of turning the properties into affordable housing opportunities and protecting their communities from blight and destabilization. 

Many state and local municipalities and other non-profit organizations using Neighborhood Stabilization Program (NSP) funding access properties through the Stabilization Trust as part of HUD National First Look Program

Non-NSP local housing providers that meet certain standards are requirements and are engaged in neighborhood stabilization activities are eligible to become participating community buyers with the Stabilization Trust.
